Curaçao to Strengthen Enforcement Against Illegal Gaming Activities

(Willemstad).- The Curaçao Gaming Authority (CGA) reminds that, under local law, only companies with a CGA-issued license may legally offer online games of chance from Curaçao.

Curaçao to Strengthen Enforcement Against Illegal Gaming Activities

According to Article 1.2 (1) of the National Ordinance for Games of Chance (LOK),
"Without, or contrary to, a CGA-issued Gaming License, or without any other legal authority to do so, it is not allowed to organize, or provide the opportunity to play, any Game of Chance in or from Curaçao."

Under this provision, entities established in Curaçao may only offer online gaming if they hold a valid gaming license issued by the Curaçao Gaming Authority (CGA).

The CGA is aware that a significant number of Curaçao-registered companies are operating under foreign business-to-consumer (B2C) licenses. This practice is not only illegal under local law, but it also creates false and misleading impressions for third parties—including players, B2B providers, payment processors, and other service providers. As a result, these third parties may unknowingly support unlicensed gambling activities by supplying services to companies that do not possess a valid Curaçao license.

The CGA also cautions that such conduct may constitute a breach of Curaçao’s Criminal Code.
Those who facilitate these operations—knowingly or otherwise—may be held complicit in unlawful activity.

As previously stated, the CGA will take firm action. In response to these violations, the Authority will begin issuing formal cease-and-desist letters to all Curaçao-registered companies operating under foreign licenses. This enforcement process will commence in the coming days.
